[windows] Fix the issue of "Error 103 (net::ERR_CONNECTION_ABORTED): Unknown Error" in Google Chrome

Since yesterday, a frequently visited forum suddenly cannot be opened normally, only the homepage can be seen, and the check-in page cannot load normally, Chrome reports "Error 103 (net::ERR_CONNECTION_ABORTED): Unknown error", and when using IE, it becomes a blank page and cannot display content.

Resolution steps:
1. Close all browsers
2. Open the installed management assistance software
3. Enter Real-time Protection-NetShield Protection-Ad Filtering-Subscribe to Ad Blocking Rules
4. Turn off "Anime Website Ad Filtering" (or directly turn off the entire ad filtering function)
5. Close and exit
