navicat connection to oracle database ORA-28547: connection to server failed, probable Oracle Net admin error, workaround
When I used navicat to connect to the oralce database and reported the ORA-28547 error, I was directly confused, and I checked the information on the Internet and said that it was caused by the inconsistency between the version of the oci.dll file that came with navicat and the version of the server-side oralce database, so I downloaded the latest instantclient-basic-windows.x64-12.1.0.2.0 according to the method on the Internet.

After the download is complete, unzip it to any directory, then open navicat's tools -----> options------> OCI select the oci.dll in the file you just downloaded, close navicat, restart, and relink Oracle to fix the problem!!!
