1. The purpose of this competition
Debate is an activity that can improve thinking and debate ability, enrich extracurricular knowledge, cultivate team spirit, and exercise thinking expression. Carrying out this activity can enable students to better integrate into university life, improve their self-confidence and critical thinking ability, communication and debate skills, cultivate innovation and team spirit, and reflect the mental state of college students in their prime. This debate competition will be in the spirit of "fair competition", with the purpose of "paying attention to current affairs, pursuing truth, exercising eloquence, and showing oneself", and will spread the spirit of science, cultivate the spirit of innovation, pay attention to social issues, and show the style of Houpu students.
2. Regulations on the procedures and time of the debate competition

3. Free debate
(1) The free debate must be alternated between the two sides, with two timekeepers clocking the two teams separately. First, any debater on the positive side stands up to speak, and after finishing, any debater on the opposing side immediately stands up and speaks until the time of each team member runs out;
(2) During the free debate, each debater shall speak in no order, number and time for individual speeches;
(3) When there is only half a minute left for one team to speak, it will be prompted by a bell, and when the team's speaking time has arrived, it will be prompted by a bell, and the debater should stop speaking immediately, otherwise it will be regarded as overtime and points will be deducted as appropriate;
(4) If one team has run out of time and the other team has time, any member of the team may continue to speak until the team's time is exhausted;
(5) The total time is 10 minutes, 5 minutes for each team.
4. Summary statements

Competition format:
1. Registration time: Submit the registration form to Office 5409 on April 7, 2015
2. The preliminary round is held by the class itself, and each class selects a team (4 people) to participate in the campus semi-finals.
3. The positive and negative sides of the semi-final debate are determined by lottery.
4. There are two debate questions on the day of the final, which will be decided by lottery on the same day. The debate questions will be drawn from the three debate questions of the preliminaries.
