Requirements: Use the ASP.NET Core interface to provide file download services, for Chinese files, if the code is not written properly, the browser download will cause garbled characters.

The server detects that the Chinese file name cannot be transmitted securely, so it automatically falls back or filters it as a placeholder.

The only difference between the filename and filename* parameters is that filename* is encoded as specified in RFC 5987.When filename and filename* appear together, filename* should be used first, if both are supported。
